The Caregiver Program

The Caregiver Program offers a pathway for individuals to come to Canada, either as temporary workers or permanent residents, to provide essential care services to families in need.


As a caregiver, you can apply for permanent residency in Canada. This pathway allows you to live and work in Canada indefinitely while providing crucial care services. Once you meet the necessary criteria and gain the required work experience, you can apply for permanent residency, securing your future in Canada.


If you're looking for a temporary opportunity, you can apply for a work permit to come to Canada and provide care. This option allows you to work in Canada for a specified period, providing essential services while experiencing life in a new country.

Work temporarily as a caregiver

You might qualify to work temporarily as a home child care provider (NOC 44100) or home support worker (NOC 44101) for an employer with a positive Labour Market Impact Assessment (LMIA) through the Temporary Foreign Worker Program (TFWP). Caregiver work permit applications under this program currently benefit from faster processing times.

You can apply for a work permit to work as a home child care provider or home support worker through the Temporary Foreign Worker Program (TFWP) if one of the following situations applies to you:

  • You are currently outside Canada and will be working in Quebec.
  • You are currently in Canada and meet one of these conditions:

  - You hold a valid study or work permit.
  - You are authorized to work in Canada without a work permit (excluding business visitors).
  - You intend to work in Quebec and are eligible to apply for a work permit from within Canada.


If you are presently employed in Canada with a valid work permit, you may qualify to:

- Extend your existing work permit
- Change your job or employer

Your employer must first obtain a positive Labour Market Impact Assessment (LMIA). Once they have this, you can apply to extend your permit or modify its conditions.

It is crucial to extend your work permit or adjust its conditions before it expires.

Types of Caregiver Roles

Canada offers opportunities for caregivers in various roles, including

Child Care Providers

Caring for children, including nannies and live-in caregivers. Home child care providers offer continuous or temporary care for children, focusing on their well-being and physical and social development. They assist parents with child care and may help with household duties. These providers deliver care either in their own homes or in the children's homes, where they might also live. They can be employed by private households and child-care agencies or work as self-employed caregivers.

Home Support Workers

Assisting seniors or persons with disabilities with daily living activities. Home support workers, caregivers, and similar roles offer personal care and companionship to seniors, individuals with disabilities, and recovering clients. They deliver care within the client's residence, where they may also live. These workers can be employed by home care and support agencies, private households, or operate as self-employed caregivers.

Personal Care Attendants

Providing personal care and support to individuals with medical needs. The Caring for People with High Medical Needs Program ended on June 18, 2019. Applications submitted in full before this date will still be processed. We are dedicated to ensuring that caregivers have a pathway to permanent residence. If you have been working in Canada as a home support worker, you may qualify for the Home Support Worker Pilot.

Live-in Caregiver Program

The Live-in Caregiver Program is no longer accepting new applications. You can only hire a caregiver through this program if you:

  • Have found a caregiver who already has a work permit under the Live-in Caregiver Program and is looking for a new employer, and
  •  Have been approved for a Labour Market Impact Assessment (LMIA) indicating that the caregiver has agreed to live in your home.


Other options for hiring a caregiver include:

  • Home Child Care Provider or Home Support Worker Pilots: No LMIA is required for these pilots.
  • Temporary Foreign Worker Program: You must obtain a positive LMIA from Service Canada, and the caregiver must apply for a regular work permit. You and the caregiver can decide whether they will live in or out of your home.

Eligibility Requirements

To be eligible for the Caregiver Program, applicants must:


  • Have a valid job offer from a Canadian employer.


  • Meet the language proficiency requirements.


  • Have the necessary education and work experience.


  • Be able to perform the duties of the job.

Obtain a Valid Job Offer: Secure a job offer from a Canadian employer for a caregiving position.

Gain Work Experience: Accumulate the required amount of work experience in Canada as a caregiver.

Submit Your Application: Apply for permanent residency through the Caregiver Program once you meet the eligibility criteria.



Temporary Work Permit Pathway


Secure a Job Offer: Obtain a job offer from a Canadian employer in the caregiving field.

Apply for a Work Permit: Submit an application for a temporary work permit to work as a caregiver in Canada.

Fulfill Your Contract: Work in Canada under the terms of your work permit, gaining valuable experience and contributing to the community.
